Want to buy an 'adult' book in Germany? You may have to wait.

Why do countries come up with such silly laws? Do they not realize that the internet knows no time constraints?

No idea. The only thing I can think of is that children are unlikely to be using a computer at those times. So by restricting when adult content is available, there is less likelihood of minors accessing inappropriate content. I can’t think of any other reason. I also don’t know if minors are accessing porn in Germany at some extraordinary rate!
