Is the idea of progress divinely foreordained?

No.
The Roman empire had flowing water and heated floors, and large advances in military technology. That all ended with the Roman empire, and the western world fell back technologically.

Not the least of which is, if it is foreordained, then why should people think?

Progress was divinely stifled by religion. Continues to this day.

No, that would assume a belief in a God(s). Then someone would have to decide which God(s) one was referring to.

When, and if, you can prove the existence of God(s) you might be able to prove that progress is pre-ordained, but then you would have to define what you meant by progress.

Some people believe that progress simply means change. Other people believe in the adage, “If it ain’t broke, don’t fix it.”

Do you believe in God(s)? What do you mean when you use the term progress?

No. Fate is fate and under no control except your own.

Progress is a human construct. It has no meaning in the world without humans.

Quite the contrary. The book of Genesis tells of the repercussions of partaking of the fruit of the Tree of Knowledge. That sends a clear message about seeking answers outside the text of the Bible. There is no progress to be attained beyond doing what the Bible tells you to do.
