Wasn't Chicago Mayor Rahm Emanuel's reelection dependent upon delaying the release of the dash-cam video showing the police murdering Laquan McDonald?

I’m not much of a conspiracy theorist by nature, but it looks to me as if Mayor Rahm Emanuel, Police Superintendent Garry McCarthy, State’s Attorney Anita Alvarez, and President Barack Obama colluded to ensure that Emanuel was reelected in a close race with Cook County Commissioner Jesus “Chuy” Garcia.

I include President Obama because he has close ties with Emanuel and it was the extended federal investigation that kept the video and related information locked down for so long.
The federal investigation still hasn’t concluded.
