FAA Contact Number for SF Bay Area?

Anybody happen to have the correct number/person to contact to establish a NOTAM near the Oakland Airport?

I'm looking to fly a kite in some areas near the Oakland airport, one place is on the north field flight path, the other location is just over 5 miles away, but I'll need to operate up to about 1000', rather than the typical 500' ceiling.

I've done some basic searching, but can't track down the right person. Next plan is to actually call the OAK admin office if nobody just happens to know it =)
