Can the over application of urea (the commercial fertilizer) on agricultural fields, have a negative health impact on people in the surrounding areas?

I would think it should say on the bag (does it come in a bag? I really know nothing about this stuff) but I think that they should have some kind of warning label (most states require dangerous things to have health risks printed on packages).
