How do I convert a picture that was taken into a PNG image that can be put on the iPhone starting screen?

Here are the needs that I thought I met but I was sadly mistaken “PNG files in RGB or Grayscale format with Alpha channel and dimension below 320×480 pixels. Size of compressed image is limited to 100 kb”. Anyone who can guide me through this or link me to a page that can will receive a big fat thank you.
