Did the North Vietnamese develop helicopter tactical doctrines in their war against the Khmer Rouge?

It would be ironic if the North Vietnamese Army did not see the value of using helicopters against another insurgent army, the Khmer Rouge, given North Vietnam’s long war on many battlefields against an enemy that used them extensively.

If they did not develop helicopter capabilities while fighting the Khmer Rouge in Cambodia, why not?
