Why can't I send text messages?

Everytime I keep trying to send a text on my Android phone, a message pops up saying ‘Transmission error failed and try again later’

1) you are out of range of a signal
2) your cellular data is turned off (airplane mode)
3) you didn’t pay your bill, so they cut you off

It is none of those things but it could be the first option but it can’t be because why am I still on the net and my cousin used Skype to contact her friends in the same room as me.
