What are "hand scraped" oak floors and are they more expensive than standard oak?

A house on our street has hand scraped oak flooring and I’d like to know if they’re attractive and what’s involved in scraping them.
It sounds like pieces would break off and stab you in the feet !

Hand scraped only means that the boards are designed to look
as though they were cut and worked by hand.
