Why do robots tend to have voice effects?

I mean, robots (mostly fictional but also some real-life ones such as Cozmo and Vector) have electronic and/or metallic voice effects despite the fact that modern text-to-speech does not.

Because they have no inflections on their own.

Because they don’t have a larynx.
