In Magic the Gathering what does the salt tax card do?

Proves that you are from the future, or an alternate part of the multiverse, where such a card exists.

Despite my apathy towards MTG, my devotion to answering your random questions had me search the web and MTG card database and found no sign of a card by that name in this time/space/universe coordinates.
