Can I make Carnation Instant Breakfast with water?

You can, but it won’t taste very good; so, I suggest that you don’t!!!

I would wait for milk.

Read the label. If it contains powdered milk you can make it with water.

There’s a reason its called Instant Breakfast, and not True Grit.

I was drunk and wanted a quesadilla but I was out of cheese so I used bbq sauce instead. Anything is, technically possible.

I tried it once.

It won’t have the same taste, but yeah, water will work. I’d recommend warm or hot water though because cold water won’t mix very well.
