What happens if a vaccine for COVID-19 never comes?

The prevailing narrative seems to be that life in America will return to pre-pandemic normal once there’s a vaccine. A vaccine could come tomorrow, in five years, or never. And the resistance to vaccination in this country is going to be massive (I predict). I see a major problem with banking on a vaccine.
As much as I loathe the term “new normal”, a part of me fears we will never return to pre-pandemic normalcy. Can we return to normal even if there is no vaccine?
