How did they get themselves up to the green light?

Somebody in Spokane managed to turn the green lights into pot leaves.
I think I figured out how they did it, by creating a stencil out of black construction paper, but I can’t figure out how they were able to get that high without someone getting suspicious. Your thoughts?

No I have a friend with a thirty some son that is contractor for the cable company with a truck like that .

The son has done a couple of pranks with the lift.
