Should Ted Wheeler be removed from office?

Wheeler is running for re-election in November. Based on the latest polling (see https://pamplinmedia.com/pt/9-news/471222-381301-survey-shows-tight-race-for-portland-mayor) and popularity rating (see https://www.foxnews.com/politics/portland-mayor-ted-wheeler-viewed-negatively-by-two-thirds-of-citys-voters-report), Wheeler will probably lose in November, and be replaced in January. That still gives him four months to continue wreaking havoc on the city. Should he be forced to give up his office now?
