What can do about my car and my belongings?

So Ihave been Homeless since about April 1st of this year. For the first couple months I was living in my car. Unfortunately about mid July I wrecked it and out of my stupidity I parked it where my dad works and tried to work on it. Now I didn’t think it would be a big deal because I had parked it where I been parking every night to sleep. Now the state police in my area are worthless punks. Long story short it got towed to a junkyard about a mile away from where my dad works. Me being mentally disabled and not able to advocate for myself the owner, who is already skeever, won’t budge on price to get it out of the junkyard. On the day it got towed, the state cop that called the junkyard told me that he can’t keep me from getting my belongings from the car even if i can pay. I’m on disability and i’ve tried setting up payment plans and everything but he won’t budge and I can’t get anybody to go there with me. My concern is I have a lot of personal info in that car like my Social security card which I desperately need for my current job before I can start working. Is there anyway I can get my belongings without paying. Was the PA State Trooper right when he said he can’t keep me from getting my belongings. The day it was towed I was able to get a few things but I didn’t have the time or resources to get everything. I could care less about most of the stuff I just need my personal sensitive info.
