Is there any way I can add a credit card to my iTunes account without my computer?

my Internet is shut off for awhile and I want to purchase that ambient app for iPhone. (need some good reading music) if there is a similar app for free, lemme know. I don’t mind shelling out $.99 for the app. I don’t really feel like going to a friends house just to put my debit card on my account…
