Was Cuomo victimized by a toxic political environment?

In his first remarks since a crisis erupted over his suspected cover-up of nursing home deaths, Cuomo blamed a “toxic political environment” for the criticism of his administration the past few days.

To my way of thinking, which may be admittedly biased, the political environment the last few months has been anything but toxic towards Democratic stars. What do you think?
