Why didn't Whatsapp notify everyone of the updates of its Terms of Service on February 8th?

I mean, some of my friends did get updated, but some were not. Is this because they’ll be notified May 15? Thank you in advance for the patience.

Two points:

- my guess is that the old terms of service said that they didn’t have to inform everybody

- I read about this in the media before February 8, so at some level it was publicized. (and withdrawn)
