Why does my sisters dog shiver?

I was watching my sisters dog while she was on a trip. I noticed that he will shake or shiver or whatever for a second then stop. He does this a lot. Why do you think he does this?

Some breeds just shake. I think chihuahuas are like that. Or it could be cold, or have a health problem. In short, we can’t know.
