I need this "thing" that goes on the driver's seat and allows a handicapped person to sit on it, then rotate it (using their body) to position their feet on the pedals.

I don’t know what it’s called or where to buy it. I remember that some model cars COME with seats like this, i.e., you open the car door, sit down with your feet outside the door, then it rotates to make it easier to bring your feet inside the car.

lots of customized cars around here have swivel seats. Check with a local shop. Around here there are a ton of stereo/custom car shops

I purchased one on line. Can’t remember the site I ordered it from but try googling ‘swivel seat’ or ‘tush Cush’. Places that offer drivng aids and/or things like grab bars will have this type of item. There are many other driving aids that are useful too.

You’re welcome, Mr M. My sister got one for my mother so I had a little idea of what you were asking about. And it does work for her, but the one she has is kind of hard- These padded kind seem much better.
