Most search engines don’t require submission. They use spiders (or crawlers or robots) to index content and find sites. It’s a kind-of “build it and they will come” thing. You can encourage the spiders to get to your site by getting other sites to link to it.

Most submission services are complete scams. You can submit your site directly to Google, Yahoo, and Live. The later two of which hardly matter, once you check your website logs, you’ll know why.
