Are there computers (desktops) that have built in back up batteries?

It makes sense to have about an hour more life if the power goes out to finish work and save. If there aren’t, why not?

No, but you can get uninterruptible power supplies. They plug in to the computer and provide power if the mains fail and can also shut the computer down before their battery goes.
