I have a DVD that I bought in Mexico, but I cannot play it since I changed the hard drive on my computer.

Possibly:

(Basically, you may be able to, either by using software that ignores it, or by reflashing your dvd drive’s firmware)

VLC Media Player can play off-region discs without reflashing your DVD drive: <http://www.videolan.org/vlc/>.

on a mac, it gives you this option as soon as you insert the DVD (with a different region code)
