Are there any graphics/image manipulation programs that have a function similar to "Array" in 3D studio max?

In 3dsMax, there’s a function that creates an array of objects, with the ability to create an array of objects. Example, I can make a vector, then say I want to rotate it around a point and have 15 of them. In 3ds, I can make the vector, set the center point, then tell it I want 15 of them, each rotated 24 degrees. Is there any graphics /vector graphics manipulation programs that will let me do something like this?
