How do I get past the flower part on My Sims 2 for DS?

I have filled the flower beds all the way but the lady says that i havent. it is making me mad

never mind, i guess i wasnt thinking enough because i just needed to put one more flower in the bed, i just wanted to get past it cause i just got it.
