What's the best way to move all my files between two hard drives?

Ok, so I have 2 HDD’s in my computer. The C: Drive is a 15 gig drive and has 1 gig left. The second (D:) drive is a 90 gig drive and has about 35 gigs free. I want to move everythin from the C: Drive to the D: Drive EXCEPT my OS (WinXP). Is there an easy way to do this, perferably without having to reinstall all of my applications?
