When a "state" authority declares you cannot make the state behave lawfully without suing them, has that state has just lost its foundation?

Voluntary compliance with law by the state is the basis of the state’s credibility and authority, right?

Suing the state is the state’s enforcement mechanism to make sure it complies with the laws. And a state is a large, complex organization—one bureaucrat flouting the law does not make the whole edifice invalid.
