Should throwing a shoe at someone be thought of as a "right" under "freedom of expression"?

Are there ways for us to draw the line between what is for one party, freedom of expression, and to the second, an offense?
I was wondering if the answer was to be found in the “offended party”, but then I can’t help but think there MUST be a more objective way to determine this. Whose right to what overides _______?
