Can anyone help me with getting rid of a mildew smell?

It has rained here for about 3 weeks straight and now my basement is damp and smells mildewish. How do I get rid of the smell? I am using a de-humidifier, but that doesn’t help with the smell. As far as I can tell, there is no mold, yet. Still raining though.
