What kind of cooktop heats almost instantly and then doesn't burn immediately after you remove the pot?

I saw an episode of “Divine Design” and Candace put in a cooktop that blew my mind. She put a pot of water on the cooktop and it boiled water in less than 60 seconds. Then she removed the pot from the burner and placed her hand over the eye – no heat! How does this work? What’s it called? Does it cost a fortune?
