When is it ok to tell the person your dating you love them?

I’ve always wondered is there a certain time frame in which it’s ok to tell someone you love them? Do you wait for them to say it first before you do? Do you say it when you feel it and hope it doesn’t scare them off? What’s your opinion on this?
