How does DoubleClick help in managing rich-media banners?

Ok, this is a bit confusing- a portal/website say for example cannot accept rich media banners (expandable or high weight banner). Can i upload the same banner on DC and then send the tags to the website. Will the website be able to host the same high weight banner?
