My cousin's wife is in hospital and about to give birth. Should I be congratulating or wishing him the best or something?

They live overseas and I just heard that his wife’s been admitted in hospital. Thing is I’m all confused. If i call him I won’t know what to say because I’ve never really been in a situation like this before.
