Does anyone recognise this song (recording provided)?

The song is at the start of this YouTube clip, which is from an Australian morning show and in the year 2003 (but the song could be from any year).

Normally I would search Google with some of the lyrics but because of the poor video quality and the voice-over and host talking over it I can’t recognise any words.

By the way, if anyone is interested, this is what the host is referring to.
