Can I use Google Voice to have a free cell phone service with no contracts?

I’ve been reading up on Google Voice today, and so far I don’t see any catches.

So, let’s say I sign up for Google Voice and get a personalized Google number. Can I then just buy a phone with absolutely no contract and use Google Voice to make calls with it for free? Is there some sort of catch here that I’m not seeing?
