How do you set up an online tutoring school?

My uncle wants to set up a website where grade school kids can come online and sign up for tutoring sessions in subjects they need help in. How do you go about doing that and what credentials do you need?

I have done some tutoring and found that being face to face with the student is vital. Of course, I was teaching a Russian woman English and used a lot of body language and drew lots of pictures since I speak no Russian.

My guess is that for most subjects, an online site would not work very well. You don’t need credentials for volunteer tutoring in the local schools…just knowledge in the subject that you are involved with.
