Here’s a good overview of lavatory ergonomics. It makes the following recommendation:

“Traditionally, the lavatory has been 30 in. to 32 in. high, although recently higher cabinets have become available. Work surfaces in the bath, like those in the kitchen, should be about 3 in. below the users’ elbow height. Subtracting 3 in. from the average female’s elbow would place the comfortable height at 36 in.”

As the previous answerer said 30” is the norm, although I find that a bit low unless I want to bend over-I’m 6’ tall and prefer about a 35” height.

According to me, optimum height for a bathroom basin is 29–30 inch as it is the ideal and comfortable measurement for most of the people.
