What does "PCI Bulk Rate" mean in Advertising?

I am trying to advertising on a college newspaper (Daily Cal). Reading through their media kit, I cannot figure out the pricing structure, as in how much it costs for me to run an ad, and how long the ad will be ran… If you’re in the industry, please consult!
