Location aware apps without GPS for S60?

I’m looking for an app similar to ‘Locale’ on the android platform, that will work on my java compatible S60/UIQ 3 phone (Sony Ericsson G900) (I might be wrong about the OS’es, they confuse me awfully)

The app needs to check my position using cell tower data or predefined wifi networks close by, to automatically switch my phone from silent mode to general or the other way round. For example, if it detects my school’s wifi network, it should switch to silent mode. In my area (Mumbai, India), the service providers already provide location data to cell phones, because my phone shows my current location on the home screen. Is there any app out there that can detect this position, match it to some rules I predefine, and then carry out the relevant action.

I don’t know if this helps, but if you have an iPhone they have some GPS features.

Though an iPhone costs a tad more than $60
