Where can I find a cheap shoe manufacturer?

I have a concept for a shoe that I want to make and import to Australia. Does anyone know where the most cost-effective country would be to produce them? I have some prototypes already made that I want to send off to be mass produced but really have no idea where to start….can anyone help?
