I like to collect vintage kitchen gadgets and recently found a pair of old metal graters. They are rusty and somewhat tarnished. Does any one know how to clean these without damaging the finish or scratching them?

They're metal, not silver. I tried baking soda paste and it didn't work.

Immerse them in CLR for maybe 10 minutes and then brush off with a washcloth or soft toothbrush. Good luck!

Spray on oven cleaner is good for removing rust from cast iron pans. You might try it on your new graters. It is unfortunate however that oven cleaner is the most toxic stuff in an average kitchen.
