Are there any web host resellers that allow you to fully customise the control panels that the client sees?

Are there any (preferably UK-based) reseller hosts that allow you to fully customise the control panels that the clients see? I’m talking completely edit the HTML/CSS, swap icons .etc? If not, how close can I get to that? Thanks

I’ve found Yolasite.com and Weebly.com to be useful in advertizing my Zazzle stores. They are free and very customizable. I hope that helps!
