What is the best free PhotoShop replacement?

I am looking into buying PhotoShop, but i really don’t want to spend $400 on CS4… I’m currently using something called paint.net and it works wonderfully, but it doest have much effects or tools. I’m running Vista on a laptop with a crappy graphics card, but a lot of RAM. anyone know other free programs that are better?

GIMP is pretty good.

I third GIMP. Pretty powerful piece of free software, very similar to Photoshop.

If Paint.net is not enough, GIMP is the choice.

I know of two different ones that are great and free!

and

http://www.splashup.com/

They are both free, you can upload / download to your computer and they both have some cool brushes and filters. SumoPaint is my preferred of the two because it has some unique filters built in.
