The Fugees and Guantanamo Bay...

In the song “Ready or Not” they make mention of Guantanamo Bay. It looks like the song came out in 1996, well before GB became camp “no trial needed with some torture.”

Any thoughts on why it was mentioned? What was GB used for prior to 2001? Wasn’t it just a navel base?
