Is it illegal to descend into an unlocked manhole?

After reading some interesting articles about the internet, substations, waterways, etc, I was wondering: are these places public if not locked? Are we allowed to descend into the bellies of the places we walk daily? Is it illegal if we do not cause a disruption? Is it forbidden?

I would imagine that those places are rather dangerous and being so would probably make them illegal for general adventuring.

Aren’t there tours of such places though? I don’t know why I just thought that but it seems to be from a memory.

What’s with the hate on the first three comments? They didn’t answer the question, but they gave me a laugh.

I would imagine them to be illegal, but I just don’t see it being in law or how you could be cited for simply opening an unlocked covering and walking in to another part of the street.

That is regulated by local laws and ordnance, check with the locals for your area.

@warpling,thanks Because they didn’t really answer the question? But wasn’t it just a fun question? My son and his friend tried to lift a manhole cover to go see-got some hurtin’ little fingers!

I work for the phone company.
We have to obtain permits to enter underground vaults. Since you don’t have a permit, you would be breaking the law.
There is equipment and cabling down there that cannot be messed with without causing service outages. That is a Federal crime.
It is also incredibly dangerous. Our trucks supply air to the underground chamber. Occasionally, we receive notification of employee death, where they did not follow the proceedures. I cannot strongly enough stress on you that people die doing this.
I, myself, nearly passed out while in an uncovered vault.
