Is it always Christmas in Whoville?

My son asked this while we were watching Grinch.

No it couldn’t be. If it was, when would the Grinch have time to grinch the Cat in the Hat?

Whoville is the central location on the Dr. Seuss television special, How the Grinch Stole Christmas!—The Grinch lives high above them with his dog Max on Mount Crumpit, watching them frequently. The inhabitants of this place are the Whos, very few of whom are named. One of the only differences among them is their size, ranging from small to large. Besides the Grinch coming down at Christmas, he also comes down on Grinch Night. Grinch Night is most likely Halloween in Whoville and it happens in autumn when the “sour-sweet wind is in the air, the Gree-Grumps growl, the Hakken-Krakks yowl, and everyone knows to stay indoors, for the Grinch will be coming down from Mount Crumpit in his “paraphernalia wagon”. The only thing that stopped the Grinch on Grinch Night was the young Who, Ukariah.

No I don’t think that they celebrate it all year round, but I do believe that they do prepare for it all year round…if that makes sense to anybody, but me.

They should totally do a tv special about Whoville in the off-season.
I see the occupants gathered in the village square every morning, doing tai-chi.
