How much does a graphic designer in PA get paid hourly?

I have a professional graphic design diploma from 1996. I’m looking to get back into design and have an interview for pt. time work. Is $10/hr. too much to ask for in PA? Do I start negotiation with a much higher amount?

PA is a big state. Rates in center city in Philadelphia would be much higher than in McKeesport, for example. Pin down your location.
