Does Facebook or any other website for that matter,follow through on Cyber-bulling/Harassment complaints?

3 students were recently arrested for Cyber-bulling on Facebook ( Due to lack of governing laws,all the police could come up is to charge them with identity theft ?? ) was it a fluke they got caught or just PR by Facebook to make themselves look good to the public.
My point is:I just cannot see websites following through on every harassment/cyber-bulling issue unless it is of an extreme nature as there must be tens of thousands on a daily basis !
*I recall reading a disclaimer from Gmail stating if you are harassed or threaten,you’re pretty much on your own as there’s nothing they can do and if your in fear for your safety to take up with local law enforcement.

I think that they respond within their power. Blocking the users who are committing the infraction, for example.
