What web app can I use to look up phone numbers?

here… Fun Fact: in Australia being able to search phone numbers and trace any caller info without knowing their names and a location first breaches the Telecommunications legislation in place.

Seems in America you can search however you want… (!)

Launchrz.com lists this webapp, but it is a for-pay service. I don’t see anything else that sounds appropriate.
